The United Kingdom and France to Deploy Troops to Ukraine if a Peace Deal is Agreed

The London and Paris have inked a memorandum of understanding concerning the positioning of troops in the nation in the event a peace deal be made with Moscow, the British leader, Sir Keir Starmer, has declared.

After negotiations with allied nations in Paris, he said that the allies would "create operational bases throughout Ukraine and build fortified installations for weapons and military equipment" to deter any potential invasion.

The partner countries also proposed that the United States would take the lead in monitoring a halt in hostilities.

Moscow has on multiple occasions warned that any external forces in Ukraine would be considered a "acceptable aim", but has not yet issued a statement on this latest announcement.

The Situation and Continuing Conflict

Russian President Vladimir Putin began a major offensive of Ukraine in early 2022, and Russia presently holds about 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to stand with Ukraine for the foreseeable future," remarked Starmer.

Top officials and senior officials from the "Allied Coalition" took part in the recent discussions.

Speaking at a shared media briefing, the Prime Minister noted: "It establishes the framework for the legal framework under which allied and coalition forces could function on Ukrainian soil, securing Ukraine's air and maritime domains, and rebuilding Ukraine's defense capabilities for the years ahead."

The PM went on to say that London would be involved in any US-led confirmation of a prospective ceasefire.

Protection Pledges and Negotiation Stances

Senior American diplomat Steve Witkoff stated that "lasting security guarantees and substantial economic promises are essential to a permanent resolution" in Ukraine – alluding to a major condition made by Kyiv.

The negotiator noted the allies had "largely finished" their work on agreeing such pledges "to ensure the citizens of Ukraine know that when this conflict ends, it ends forever."

Jared Kushner, US President Donald Trump's special envoy, also participated in the negotiations.

Meanwhile, President Macron Emmanuel Macron said that Ukraine's supporters had made "major progress" at the negotiations.

He noted that "strong" safety pledges for Kyiv had been reached in the instance of a possible truce.

President Volodymyr Zelensky commented that a "significant development" had been made in Paris, but qualified that he would only view efforts to be "adequate" if they resulted in the end of the war.

Recently, the Ukrainian leader suggested a peace deal was "largely prepared". Settling the outstanding 10% would "shape the future of peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the forefront of key disagreements for diplomats.
  • Putin has repeatedly warned that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any compromise over how to end the war.
  • Zelensky has so far ruled out giving up any land, but has suggested that Ukraine could pull back its forces to an agreed point – but only if Russia follows suit.

Russian forces presently occupies about 75% of the Donetsk region and some 99% of the adjacent Luhansk region. The pair of oblasts form the area of Donbas.

The earlier US-led multi-point peace plan that was extensively reported to the media last year was perceived by Kyiv and its EU supporters as being heavily skewed in Russia's favor.

This led to a period of intensive negotiations – with all sides trying to revise the document.

Recently, The Ukrainian government sent the US an updated 20-point plan – as well as separate documents detailing potential defense assurances and arrangements for Ukraine's reconstruction, Zelensky added.
